For each type of activity, support can be requested for the following costs:
- scholarships;
- tuition fee support (for scholarships of excellence);
- travel grants (for scholarships of excellence);

The grants awarded to participants contribute to the additional costs of their stay abroad and do not necessarily cover all the costs incurred.

Subsistence allowance for travel days
(only for short-term mobility)
Under the general mobility program, students, teachers, and staff participating in mobility may receive a subsistence allowance for up to 2 travel days, based on an institutional decision. Living allowance for travel days may be granted for a maximum of 1 day before the start of the activity and 1 day after the end date of the activity. If applied, the supporting documents shall be supplemented with travel documents certifying the date of travel.
The amount of the allowance is determined based on the distance between the host institution and the sending institution, using the official EU distance calculator:
0 km - 500 km distance: 0 days of living allowance for travel days,
501 km - 2000 km distance: 1 day of living allowance for travel days,
Over 2001 km: 2 days of living allowance for travel days.
Support for staff mobility from other university sources
The Pannonia scholarship is a living allowance, which does not necessarily cover the full cost of the trip, so the university may contribute to the costs of stays abroad (travel expenses, accommodation costs, registration fees) from other sources.
However, in order to avoid double funding, staff members receiving the Pannonia scholarship may not receive a daily allowance from other sources for the period covered by the Pannonia scholarship.
If the university covers the travel expenses of the outgoing participant from other sources, the participant is not eligible for the Pannonia living allowance for the days of travel.
If, with the exception of the daily allowance, the entire cost of the trip is covered by the university, the maximum period eligible for support from the Pannonia Scholarship Program is 3 days. (Valid from the 2025/2026 academic year). See: Regulations and Procedures of the Pannonia Scholarship Program of the University of Debrecen (Section 7.2.4)
Living expenses for travel days may be granted as described in the previous section.
Excellence scholarships, tuition fee support, housing support, travel support
A total of HUF 10,000,000 in advance funding (pre-financing) may be requested for each planned Excellence Scholarship student, of which the following grants may be awarded to Excellence Scholarship students:
- a scholarship, the amount of which is set out in point 2;
- tuition fees (based on actual costs incurred);
- travel allowance (based on actual costs incurred);
- housing allowance (based on actual costs incurred).
There is no upper limit to the amount of tuition fees, travel and accommodation allowances that can be granted to students, however, a maximum of HUF 10,000,000 can be calculated from the above mentioned support items for a student awarded an Excellence Scholarship, with the proviso that the scholarship must be provided to the student participating in the mobility for the duration of the physical mobility.
Only the cost of one return journey between the headquarters of the sending institution or the place of residence/residence of the outgoing traveller and the city of the host institution is eligible for the travel allowance.
